JOB DESCRIPTION:
Responsible for all aspects of project controls, including cost and schedule planning, control, analyses, forecasting, reporting, benchmarking, project and financial interaction for the Cherry Point Clean Diesel Project.

To support changes in EPA regulations on sulfur content in non-road diesel fuels, additional hydro-treating and hydrogen generation capacity is needed to convert the balance of Cherry Point’s diesel production volume to Ultra Low Sulfur Diesel (ULSD).

The principal elements of the Clean Diesel project scope include:

• 25 KBPD stand alone Diesel Hydrotreater to produce 8 ppm ULSD.

• 40 MMSCFD SMR producing PSA quality hydrogen delivered to the hydrocracker.

• Reconfiguration of the existing diesel HydroTreater to saturate and treat coker kerosene to ULSK specifications.

• OSBL connections and required infrastructure upgrades as defined in the SOR, including waste water treatment plant (WWTP) and natural gas pipeline metering modifications.

The Execute FM was sanctioned on 13 Oct 2010 with a control budget of $388m capex, a not to exceed value of $427m capex, and an on-stream promise date of January 2013.

The successful candidate will be joining a strong project team based at the Cherry Point Refinery. The project commenced construction in early June, with engineering completion expected in December 2011 and mechanical completion in October 2012. The candidate will be required to travel periodically (once per month until completion of detailed design) to the engineering contractors’ offices in Houston and Tyler, TX to interface with their project controls personnel.

Upon successful completion of the project close-out activities in early 2013, the candidate will have the opportunity to transition into the Cherry Point site project controls team. To facilitate this transition, the candidate will participate in meetings and continuous improvement activities with the site project controls team over the following 18 months.

QUALIFICATIONS:
- Bachelor’s degree or equivalent professional experience

- Minimum of 10 years experience in project controls; Supervisory experience.
